A Town in Transformation — and the Numbers Are Staggering
Lagos has long been one of the most beloved towns in the Western Algarve — celebrated for its dramatic cliffs, golden beaches, and historic old town. But in 2026, something bigger is happening beneath the surface: Lagos is undergoing a profound urban and economic transformation that is quietly reshaping its investment profile.
Two major announcements — a €107.8 million dual Hilton hotel development at the marina and a €20 million electric public transport overhaul — signal that Lagos is no longer just a tourist gem. It is becoming a serious, infrastructure-backed investment destination.
The Lagos Marina: Two Hilton Hotels and a New Skyline
The area around Lagos marina, adjacent to the railway station and overlooking Meia Praia beach, is being completely reimagined. The Canadian Mercan group, in partnership with construction firm DST, is building two world-class hotels on land formerly owned by Infraestruturas de Portugal:
- Lagos Marina Hotel Curio Collection by Hilton — a 5-star property with 180 bedrooms, a rooftop infinity pool, two bars, and a restaurant, spread across 14,776 m² over five floors.
- Hilton Garden Inn Lagos — a 4-star hotel with 90 bedrooms (including 27 suites with kitchenettes), a gym, outdoor pool, and 24/7 services across 7,505 m².
The total investment stands at €107.8 million, with 188 permanent jobs created and nearly 150 construction jobs during the build phase. Both hotels will be managed by AHM – Ace Hospitality Management and are scheduled to open in 2026.
The Mayor of Lagos has stated that the project will reinforce the town's status as a "tourist destination par excellence." Beyond tourism, the development is already catalysing further residential and commercial construction on both sides of the marina.
€20 Million for Green, Expanded Public Transport
On April 24, 2026, Lagos City Council approved a €20+ million investment to upgrade and operate the "A Onda" municipal transport network for the next seven years. Key highlights include:
- 11 bus lines covering over 96% of the population within 400 metres of a stop
- A brand-new Line 11 serving Espiche and Almádena — villages popular with international buyers
- Extended coverage to growing areas: Atalaia, Quinta da Boavista, Porto de Mós, and Camilo/Ponta da Piedade
- Early morning (from 6:00 AM) and late-night services (until 1:00 AM) for workers in hospitality
- 65% electric fleet from day one, rising to 100% electric by 2030
- Free travel for all residents under 23 via the "Passe Jovem" scheme
- Full integration with Google Maps for easy navigation

What This Means for Investors
When a municipality invests this heavily in both hospitality infrastructure and sustainable mobility, it sends a clear signal: long-term confidence in the area's growth trajectory. For property investors and future residents, the implications are significant:
- Rising rental demand — more hotel workers, hospitality staff, and tourists mean stronger demand for short and long-term rentals in Lagos and surrounding villages like Luz, Burgau, and Salema.
- Improved connectivity — better public transport makes the wider municipality more accessible, increasing the appeal of properties outside the town centre.
- Brand uplift — two Hilton-branded hotels elevate Lagos's international profile, attracting a higher-spending visitor and resident demographic.
- Infrastructure momentum — these projects are part of a broader wave of investment, including a €10 million Lagos Health Centre expansion and ongoing marina-area residential developments.
